Signature sizing

After seeing a bit of a mess in sizing and considering we have a group of people now using on IO on phones we're adding new limits to the sizes everyone can make their signatures.
600 width and 300 height is the max you can make your signatures/banners/ect as to keep the forums from running over on the sides or expanding the pages to silly lengths. Everything just looks snazzier.
